On 23 February 2011, members of the Senate decided by vote to adopt an emergency procedure for debating the law on the energy performance of buildings in Romania.

In the explanatory memorandum related to the future bill, shows that on July 8, 2010, entered into force 2010/31/UE European Directive on energy performance of buildings, and Romania has to transpose its provisions into its legislation, no later than 9 July 2012.

The measures set is to be applied in 2013, except for buildings subject to rent (up to December 31, 2015).

The new bill has been chosen instead of an easy modification and completion of Law 372/2005 for a strong regulator, to encourage the growth of the energy performance of existing buildings, allowing the development of a consistent strategy that includes sustainable financial mechanisms and measures in this respect.

Under the project, Government has overall responsibility to establish minimum requirements for energy performance of buildings and their elements, necessary for the optimal balance between investments and energy cost savings, etc. Other important provisions of the project aims at the renovation of buildings, according to which, instead of the minimum rehabilitation, to be completed major projects, expanded to the entire surface of the tire. "Law is very important today and is expected to be highly dynamic market of construction materials and related fields (especially the insulating joiner).
